LEDC at the 35th Annual Chef's Food Fest
The LEDC sponsored a table at the June 10, 2023 Boulder City Hospital Foundation Gala honoring Dr. and Mrs. Joe Hardy. At the table were Lt. A great evening of celebrating Dr and Mrs. Joe Hardy and their accomplishments and years of service to the public. They have been a dear friend to Laughlin Township and the LEDC.
The LEDC attended the 2022 LVGEA Awards event on October 6, 2022. The LEDC sponsored a table and was happy to host Dr. Joe Hardy, State Senator and future Boulder City Mayor; Barbara Cegavske, Nevada Secretary of State; Danielle Gallant, Candidate for Nevada State Assembly 23; Jeff Stone, Candidate for Nevada State Senate District 20; Gail Anderson, Deputy Secretary of State for Southern Nevada; Dr. Brian Paulson, Government Affairs Director for the LEDC; Robert Bilbray, Strategic Development Advisor to the LEDC; Ashlyn Sainz, member of the LEDC and Vice President of RB Properties; Darin Hill, Board Member of the LEDC and owner of The Market at Laughlin, and Martin Knauss, President, LEDC.

LEDC Welcomes The Market at Laughlin
LEDC President Martin Knauss presented an engraved crystal plaque commemorating the Grand Opening of The Market at Laughlin on Saturday, September 26, 2020 to Darin and Valerie Hill, owners of the Hill Grocery Company. Steve Stewart, General Manager for The Market at Laughlin, and new member of the LEDC, was also in attendance.
LEDC member Ashlyn Sainz was instrumental in assisting Mr. Hill and his organization in finding contractors to quickly manage the remodeling of the store in a very short time period.
CDM Management Receives Layoff Aversion Grant

The Laughlin Economic Development Corporation (LEDC) facilitated CDM Management, here in Laughlin, in receiving a Layoff Aversion grant. The grant, developed by Workforce Connections and Las Vegas Global Economic Alliance (LVGEA), was provided for through the federal Workforce Innovation and Opportunity Act (WIOA) funds provided by the Nevada Department of Employment, Training and Rehabilitation (DETR).
The grant covered 50% of the salary of two employees from April 20, 2020 through June 30, 2020.
CDM Management in Laughlin provides HOA management for a number of associations here in Laughlin, NV. Deborah Markham, owner of CDM, expressed her gratitude in the receipt of these funds during this period of uncertainty.

At the May 28, 2019 City Council meeting for the City of Needles, the LEDC gifted a wall map of the Tri – State area to the City. Attending from the LEDC was Martin Knauss, President, Jim Maniaci, Vice-President, Cheryl Crow, Board Member, and Robert Bilbray, Strategic Development Advisor. Also attending was Dr. Brian Paulson, Laughlin Town Manager.
Jeff Williams, Mayor of Needles, the City Council members, and Rick Daniels, City Manager, warmly accepted the gift and thanked the LEDC.
The LEDC supports the City of Needles in improving their infrastructure, especially Needles Highway. We hope to work together in the future on a potential Railroad Spur for the area to support commercial development that will provide jobs for the citizens of Needles and
Laughlin.

LEDC & the Governor’s Office of Economic Development meet
Martin Knauss, President, LEDC, and Robert Bilbray, Strategic Development Advisor, LEDC, met with Executive Director Michael Brown, Deputy Director Kristopher Sanchez, and Director of Business Development Melanie Sheldon on January 24, 2020. Joining the discussion was State Senator Joe Hardy, State Assemblyman Glen Leavitt, and Jared Smith, LVGEA.
Discussed during the meeting was the status of economic development in Laughlin including paths forward to bring small business, light industrial, and commercial entities to Laughlin. Focus was on the Fort Mohave Development Law and its past use, former and current Special Improvement Districts and their success, the Mohave Generating Station land, and the Southland properties including the solar energy area.
Mr. Brown shared state-wide economic development trends and drilled down on what items that GOED could assist with in Laughlin.
A commitment was made for Mr. Brown and team to visit Laughlin in the near future and further the discussions with the LEDC.

The Board of our South Bay Homeowners Association accepted and acrylic evening photo donation from Robert Bilbray the Strategic Development Advisor for the Laughlin Economic Development Corporation for display inside their clubhouse. South Bay has and remains and integral part of the economic history and future for our Laughlin Community.

The Las Vegas Global Economic Alliance hosted the State of Economic Development Event on February 13th at the Four Seasons Hotel in Las Vegas. The State of Economic Development brings together elected officials, as well as community and business leaders from Southern Nevada and across the state, to celebrate our advancements and gain insight on the investments being made in Nevada through economic development and job creation. Tour of 4225 Acre Solar Generating Site
Recent tour of our Community renewable energy 4225 acres solar generating site within the 9000 acre Fort Mohave Development Area in South Laughlin, off Needles Hwy set for lease bidding by the end of 2019.

Mohave Health Coalition celebrated the completion of the Tri-state area's Summer Healthcare Intern Program for 2025. Area youth from 16-22 served internships in a variety of healthcare settings in Laughlin, Bullhead City, and Fort Mohave. Interns were presented certificates and a stipend for their work. LEDC sponsored two Laughlin High School students $1,500 grants each. Attendees were Ron Sindelar, Danny Vander Loop, Pamela Vander Loop, and Evan Needham.

This Gala is held each year to honor a person who has given much to the Boulder City community. This year Sara Denton was honored.

Dear Mr. Sorenson,
In response to an e-mail sent by you to the Community Development Advisory Committee (CDAC) members dated October 8, 2024, this letter serves to express our opposition to your proposal to kill off the CDAC and take away our community's voice in determining Federal Grant allocations in Clark County.
Since 1982, the CDAC has served as a grass roots citizens advisory group comprised of volunteers from each of Clark County's 19 town advisory boards and citizens advisory councils. Committee members are devoted to understanding the needs of low-to-moderate income neighborhoods within their own communities as well as the needs throughout the County, both rural and urban.
The Community Development Block Grant (CDBG), in particular, has been administered by the U.S. Department of Housing and Urban Development to America's urban counties and cities since 1974. Under 24 CFR570.431 , entitlement counties and cities must develop a detailed citizens participation plan. Clark County's citizens participation plan, the CDAC, has been a nation model since its inception for its inclusion and representation.
Every five years, CDAC meetings offer the opportunity for CDBG applicants to provide presentations with Q and A and host site visits on bus tours. CDAC members see firsthand proposed capital projects that will benefit their communities serving the low income and special needs populations. Their knowledge and experience are immeasurable.
Since 1999, Community Resources Management (CRM) has enjoyed a unique relationship with the County's Finance Department, whereby CRM has entered into Five-year Capital Improvement Plans (CIPs) with HUD for pre-approval of federal CDBG funds over the course of a five-year period. This has been a welcomed endeavor by HUD as County Finance fronts the money needed to begin capital projects sooner and be repaid through HUD reimbursements as projects get off the ground and completed.
If projects go over-budget or are under-funded, such projects are provided automatic and necessary funding from the next adopted Five-year CIP before any new capital projects are recommended to the Board of County Commissioners. CDAC members have always understood that approved projects will not be scrapped or eliminated due to cost overruns or shortage of funds from a current CIP.
It is baffling why the County is considering the elimination of CDAC, despite its overwhelming success as exemplary grassroots advisory group for the Board of Commissioners, without adequate time for responses from the TABS/CACs or from the CDAC itself. In addition to TAB/CAC representation, each commissioner also appoints Wo (2) at large representatives to the CDAC. Together, the 36-member CDAC and TABs/CACs may offer any improvements to the CDBG application and deliberation/recommendations process. Perhaps a CDAC customer survey could be conducted as in years' past to better improve the process. Unfortunately, this opportunity will be lost if TABs/CACs cannot be heard. And once CDAC is gone, Clark County will have lost an integral and instrumental grassroots voice for its low/moderate income residents, particularly from its rural communities.
The LEDC is hopeful the Board of County Commissioners will continue to believe in CDAC's value and historic engagement to serve our rural and urban community development needs.
